If those in government want to help the environment while keeping consumerism, raise the standard of quality on consumer products. Better products last longer, slowing down garbage going to our landfills, reducing carbon emissions from incinerators and slowing emissions from manufacturing.
This is the only solution I can think of that helps the environment, doesn't completely devastate the economy and would make people a little happier.

I think you could tie other things into it as well to make the most impact. I think a few important things that need focus are sustainability, and only using what we need. A lot of food waste, and other consumer bought products end up in the dump, often after having not been used at all. It's hard enough throwing away fruit and veggies that you didn't get around to eating. Sustainability is another big one. With reliance on fossil fuels, it only made us reliant on the by-products of oil and thus we have managed to burn through and wipe out most oil reserves. Now there is plastic waste floating in massive patches in oceans and we are only a few decades away from running out of gasoline. I really think we should shift focus into hemp related by-products instead of oil. We can produce bio-degradeable hemp plastic, produce hemp fibers for clothing, etc. We would need to invest in the infrastructure to do such a thing but it would really pay off. Other advances such as vertical food farms and other new methods of agriculture would help free up land. I feel like there is a lot of variables, because there are so many people on earth. I just hope we can all come together as a species and help fix and clean the earth and come up with new ways of living. Release of certain technologies would really ease the burden on earth, such as free energy, and replicators.
