I read yesterday that the National Theatre of Scotland has banned the word "spook" as it is a racial slur.
WHAT??! Soon the government will have to issue a list of words that CAN be used without risk.

quinn, spook is a racial slur when used in that context. I remember a quote in the movie back to the future - "beat it spook, this doesn't concern you", the the guy in the car comes out and says "who are you calling spook?"

Here is a list from wikipedia of ethnic slurs. What is sad is that a lot of it pertains to our darker skinned brothers and sisters.
FYI

When you don't like a person with brown or black skin, calling them a spook is an insult.

I think as long as you use in in the safe context such as "You spooked me!" it's acceptable. If referring to a person, no.
