What comes to mind are chemtrails
Some are very dense such as this one
If it isn't, it's an interesting phenonium.

It could be a helicopter or such with a searchlight being used in very low cloud/fog/condensation in the air to give the effect it does with the light. If no sound was heard, then it could also be a black ops helo doing its thing.
It could also be an ARV (Alien Recovered Vehicle)
Or it it could be a full on UFO (Unidentified Flying Object)
