These are all dated from the early 1940s and have to do with radiation. Given the U.S. government's nuclear weapons projects at the time, it's understandable why they were tracking Tesla. It looks like they didn't want any of his tech to fall into the hands of the Germans. The conspiracy is that the government covered up some of Tesla's most game-changing research, and given that we know the FBI was now watching him literally right before his death, it's not unbelievable to think they couldn't have hidden his research for the death ray, etc.
Tesla already wanted to use earth, wind, and water as energy sources way before they were needed because “it would benefit society”. My man really was way ahead of his time.

I’m done with the first file now. It really seems there was nothing more than the fbi continually referring people over tho the Office of Alien Property.
The one thing that stands out to me is that the government was very aware that Tesla’s research should be taken seriously and that it was of enough importance to seize it. Therefore it was most likely useful to them.
The only other thing that stood out was in a letter in reference to The Prodigal Genius, they stayed that since it had already been published they have made sure to “set the individual straight, and no further action is to be taken” in regards to saying the fbi took the papers form his safe. Now that’s probably just standard talk but it makes me feel uneasy on what setting someone straight is from a government stand point.

I skimmed the second one and found some description of the mechanism behind ball lightning creation, high frequency oscillatory circuits coming in contact with low frequency electrical oscillations.
Wasn't his "death ray" his attempt at wireless energy and transmitting radio waves across the ocean, we just know it as a "death ray" because of Edison and a smear campaign to delegitimize Tesla's efforts?
Yeah that was the Wardenclyffe experiment, sad it didn't take off if I remember correctly he ran out of money to construct it as someone else had successfully transmitted wireless messages, though I'm sure everyone mistakes that experiment as his attempt at creating a death ray, not sure if he was working on a genuine attempt to create a death ray, I'm sure if I remember correctly again that he wanted to end the possibility for aggressors to engage in war and not have his experiment be able to be weaponized but instead be a defensive weapon entirely and end the possibility of war.
Without going back in time or having access to all of his experiments and research I fear we may never truly know the extent of his genius or what he was really working towards, but I do have a feeling he was truly so far ahead of his time that he couldn't be appreciated appropriately, and as all things to advanced for their time people will make up stories and fear the unknown; it also probably didn't help that he was such a recluse.
If I were to hazard a guess, I think Tesla had the genuine interest of humanity in mind and wanted to truly create technology that would help everyone, selflessly even as opposed to Edison's theft of others technology for profit; Tesla's goal was truly selfless, or perhaps selfish as he might have just wanted to indulge his genius and continue his work and used the justification of helping mankind to make his goals more palatable to himself, though many of his experiments and research have been made practical and I think we have RFID chips and their ability to self-power themselves from his work. Either way all this has made me want to purchase a compendium of his research and learn more about a man out of time, a true genius; Edison was a cold-hearted bastard of a capitalist, Tesla was the genius visionary; I think I would truly enjoy learning more about his work and a glimpse into the mind of a true iconoclast.

Wardenclyffe didn't just run out of money. A prominent banker had promised to bankroll the project, but when that banker found out they wouldnt be able to profit from broadcasting wireless electricity to the world, they backed out with a quickness.
