At 1:05 just before the vehicle shoots up into the air, it "conditions" immediate vicinity with a burst of energy. This could be a means to alter nearby atoms in the air to "Rydberg atoms".

This is a patent for an electric air vehicle that uses Rydberg atoms as a propulsion assist.
