The size and density of the rubber bullet rounds (almost the size of a 40mm grenade). 21 years ago whilst serving in the Aus army we were training for possible riots during the Sydney 2000 Olympics. We trained with pepper spray, but the difference with ammunition was way below of what is used by the riot cops in Melbourne of late . We used bean bag rounds fired from shotguns. Huge humane difference. Obviously the government do know how to care for those they lead.
