That was the extreme cold front that was so dangerous here in Colorado. It moved East and got to Teas. Maybe they used a natural disaster to make their point by turning off water and power.
I do know when Texas has a normal freeze it pretty much shuts them down business and school wise. They can't drive on ice at all. I know, I lived in Texas for 13 years.

I have in-laws in Texas & I feel for them. They are not used to these record lows.

It is summer here where I am and it has been the most wettest and coolest summer in a very long time. Usually during summer the a/c is on daily. This year, be lucky to have put it on 10 times.
