there is clear evidence that the brain does not mature fully until about age 24. One of the areas of the brain that matures late is the prefrontal cortex the area important in impulse control risk-taking behavior and judgment.

So science tells us the human brain doesnt even fully mature until mid 20s. Think of all the many angsty, irresponsible and moody phases most of us go through as teenagers. Teens and kids dont know what they really want and need in life.
